  “I entered into a contract with David Marsh of D & M construction on 8/18/06 to install a legal foundation under a house in Bay City Mi. I signed a contract and gave this person 5,000.00 dollars down. Mr Marsh sent two general labors to this house and they began to remove the skirting from the bottom of the house and left. After many months of waiting and many stories from Mr Marsh as to why the work was not being done this fellow calls one day and expresses his concern about the house being unsafe. The city had that same concern for months. Mr march told me that he was unable to get a permit to do the work because of the fact that the city told him he needed to install other materials that he had not contracted for. He said if I gave him the cash to purchase the material $3,000.00 more he would do the work as contracted. I gave him the cash and that was the last time I ever saw him. With interest on money (8K) fines and legal fees we are out over $11,500.00 and the local powers to be tell me this is not a crime? This contractor did not have the proper license for this type of work I had found out later. However he did not do the work in any case.
